The Zimbabwe Energy Regulatory Authority ("ZERA") is conducting a petroleum sector pricing study. The purpose of this survey is to obtain the required financial information to review the pricing models applied by ZERA to determine fuel prices of the following fuels:
- Petroleum (Unleaded and Blended)
- Diesel
- Kerosene (Illuminating paraffin)
- Liquefied petroleum gas (LPG)
- Jet A1 fuel
The survey is made up of a number of sections requiring some of the following information:
- Basic information about the storage and distribution facilities and their locations;
- Information of the time period for the data and information provided;
- Data and information relating to ownership of assets, equity and liabilities of the business;
- Data and information on revenue generated, volume and prices of fuel and related products/services offered by procurers and/or wholesalers and cost of sales;
- Data and information on the operating expenditure of the procurer and/or wholesaler; and
- Data and information on payments received from retailers for rental, signage, franchise fees, etc.
The survey is very detailed and will take approximately 2-3 hours to complete. Your participation is required by ZERA and is immensely valued. You can stop at any time during the survey and save your progress to complete the survey at a later stage. In order to complete the survey online, you need to be connected to the internet. If your connection is unreliable, you can also print the survey, gather the information and then fill in the online version in one session. Once you submit the information is automatically captured on the access-controlled online system and therefore does not need to be sent separately.
This survey requires accounting details and can be filled in by a person with knowledge of your accounting and financial information, such as your accountant or bookkeeper.
Please provide documents for your most recent financial or calendar year and complete the survey based on these documents. The following documents are likely to be required and it is recommended that you keep these on hand whilst completing the survey:
- Income statement for the relevant calendar/financial year;
- Balance sheet for the relevant calendar/financial year;
- Statement of cash flows for the relevant calendar/financial year;
- Notes to the above statements;
- A detailed set of management accounts supporting the financial statements;
- Data on volumes of petrol, diesel and other petroleum related products sold over the relevant calendar/financial year; and
- A copy of the contractual agreement/s between the procurer and/or wholersaler and its customers which overlaps with the relevant calendar/financial year and includes the details on the compensation that retailers are entitled to and payments to the wholesaler.
All the data and information provided should relate to the same time period, either twelve calendar months or a financial year.
